PM Modi launches `Skill Development Mission`, says India can become world`s `human resources capital`

New Delhi, July 15: Prime Minister Narendra Modi on Wednesday launched the “National Skill Development Mission” and unveiled the new “National Policy for Skill Development and Entrepreneurship 2015”.

Addressing the function, the Prime Minister said: “If China has this identity of being World’s manufacturing factory, then India can become World’s required human resource’s capital. In the coming decades, the world will gain the maximum workforce from India.”

Modi further said: “Today the world is celebrating World Youth Skills Day and we are also contributing to the same.”

Stressing that the NDA inherited a ‘depressive’ environment when it came to power 14 months ago, Union Finance Minister Arun Jaitley said the Skill India Mission will bring about a ‘huge change’.

Jaitley said: “When we took over 14 months ago, in a somewhat sombre or depressive environment, and when we look back we see a huge change and the initiative that you (Prime Minister Modi) are launching today of skilling India is going to add to that huge change.”

He added: “It is a hard reality that India has surplus manpower…Do we now treat this surplus manpower and surplus population as a burden or a liability on Indian economy or do we convert it into a resource?”

Jaitley further pointed out that in a global environment, where global growths are modest; India is standing as a relative bright spot.

“Hopefully with the kind of initiatives that we are pumping into the economy, from infrastructure to smart cities, to a lot of initiatives in agriculture, our manufacturing sector, with Make in India initiative, is also going to pick up. Signs of revival are almost visible,” he added.

Along with Arun Jaitley, Union Ministers Manohar Parrikar, Suresh Prabhu, Anant Geete, J.P. Nadda, Ananth Kumar, Narendra Singh Tomar, Thaawar Chand Gehlot, Piyush Goyal and Santosh Kumar Gangwar were present at the event.

Chief Ministers, State Ministers, Secretaries to the Government of India, and other representatives from Central and state governments were also present.

Meanwhile, the Congress party said the Skill India Mission was actually started by the Grand Old Party and has merely been refurbished with a different name by the Narendra Modi-led NDA government.

Congress spokesperson Randeep Surjewala said: “May I remind Jaitley ji that it was his party who for 10 years didn’t let Insurance, GST bill be passed. Skill India has been launched, a program we started which has been re-launched with a different name.”
