New Delhi, Oct 16: Prime Minister Narendra Modi on Thursday launched a slew of schemes during the ‘Deen Dayal Upadhyay Shrameva Jayate’ event in New Delhi. Modi also announced the much-awaited labour reforms to curb inspector raj and allow conducive business environment in the country.
The new schemes include a Universal Account Number (UAN) facility for Employees Provident Fund Organisation (EPFO) subscribers, a new labour inspection scheme and a unified web portal to check labour law compliances.
Through UAN, employees will no longer have to apply for transfer of provident fund (PF) accounts claim, as they switch job anywhere in the country, reducing time in funds transfer.
It may be noted that three schemes for unorganised sector — Rashtriya Swastha Bima Yojana, Aam Aadmi Bima Yojana and Indira Gandhi National Old Pension Scheme, have been converged under the new initiative.
According to reports, the unified web portal, which will see a common window for compliances of 16 central labour laws, aims at making compliance process easier for industry. The portal is expected to enhance transparency in labour inspections based on key performance indices. It will also provide an effective grievance redressal system.
The new inspections scheme reportedly envisages doing away with the discretionary power of inspectors. The scheme also envisages that any decision on inspections will be taken only after the proposed central analysis and intelligence unit analyses the compliance reports by the employers.
Under the new inspections scheme, each inspector will have to submit his report online within three days, making the process transparent and accountable.
The programme, which aims to take forward these initiatives in tandem with the NDA government’s vision of ‘Make in India’, is attended by Union Labour Minister Narendra Singh Tomar and Minister of State for Labour and Employment Vishnu Deo Sai, Health Minister Harsh Vardhan, MSME Minister Kalraj Mishra, Commerce and Industry Minister Nirmala Sitharaman and Skill Development and Entrepreneurship Minister Sarbananda Sonowal.
